of the International Congress «Road Safety for the Safety of Life» at on-air TV show
«The St. Petersburg Diary» on TV channel «St. Petersburg».

According Alexey Sergeev, efficiency of the event is based on the fact that the organizers are members of the parliaments, such as members of the Federation Council of the Federal Assembly of the Russian Federation and representatives of the Interparliamentary Assembly of Member Nations of the Commonwealth of Independent States, with the active assistance of the Ministry of Internal Affairs of the Russian Federation and the Government of St. Petersburg.

The discussed issues are reflected in the Russian laws as well as in the laws of other countries of the Commonwealth of Independent States.

The Secretary General of the IPA CIS Council pointed out that the IPA CIS adopted around 30 model laws in the sphere of transport. Today the project of model laws on «Road Safety» and on «On Automobile Transport» are in progress.

The main result of the V Congress «Road Safety for the Safety of Life» is implementation of the following recommendations – to upgrade the penalties for drunk drivers and to obligate pedestrians to use light-reflecting elements. Alexey Sergeev stressed that at one the round tables in terms of the Congress the participants discussed possibility to pay half of amount of fine for traffic violations and possibility of zero per mile.

According to Alexey Sergeev, the timely character of the Congress is due to extremely high number of road accidents. «It is sad, but road accidents are one of the main causes of death and injury around the world. In April 2016, the UN adopted new resolution concerning this problem. The resolution states that annually more than 1.25 million of people are killed in road accidents and 50 millions of people are injured. These numbers are hundreds of times higher than combined number of deaths in air crashes, tsunamis and earthquakes».

Alexey Sergeev said, «In our country, absolute numbers of road deaths are falling slowly and in unstable manner. The human factor is the reason for more than 80% of accidents. Because of aggressive driving, lack of respect for other drivers and pedestrians, a driver becomes the cause of the majority of road tragedies».
