IPA CIS Oberser Team Discussed Referendum with Leadership of Constitutional Council of Republic of Kazakhstan.

The prerequisites for amending Kazakhstan’s Basic Law were discussed during a conversation with Chairman of the Constitutional Court of the Republic of Kazakhstan Kairat Mami.

Kairat Mami informed the observers about the preparation of draft Constitutional Amendments and the legally mandated procedure for their introduction. Citizens will be offered to approve 56 amendments to 33 articles of Kazakhstan’s Basic Law.

The amendments are intended to complete the transition from a ‘super-presidential’ form of government to a presidential republic with a powerful Parliament and a transparent government. The adoption of a mixed system of the elections to the Mazhilis and regional Maslikhats will allow for a more comprehensive representation of voters’ views and opinions.
