IPA CIS Observers Held Several Meetings in Framework on Long-Term Monitoring of Elections to Kyrgyz Parliament

On 11 November 2021, the members of the IPA CIS IIMDD expert group continued the meetings with the participants of the electoral campaign.

In particular, the IPA CIS observers met with Chief of Staff of the Social and Political Party “El Umutu” (“People’s Hope”) Murlan Konukbaev. The observers interviewed party representatives regarding the organization of the electoral process and the peculiarities of using information technologies in the course of the current campaign. Party representatives noted that, in their opinion, in comparison with the previous elections, the organization of the electoral process had improved significantly.

In addition, the observers discussed the development of the legal awareness of citizens, ways of building trust in the government system, non-interference in the electoral process with the representatives of the Taza Shailoo Association. The representatives noted that the financial support of the non-governmental sector from foreign foundations and governments was redistributed, which led to a reduction in funding for the Taza Shailoo Association.

At a meeting with Director of the First Political Department of the Ministry of Foreign Affairs of the Kyrgyz Republic Murkula Aidaeva, the observers discussed the organization of monitoring outside the country. Murkula Aidaeva stressed that the IPA CIS observers would be assisted in the course of monitoring at foreign polling stations.

During the meeting with Acting Deputy Chairperson of the Supreme Court of the Kyrgyz Republic for Administrative Cases Ainash Tokbayeva, the observers raised the issue of organizing the consideration of complaints during the preparation and conduct of elections. The judge noted that the Supreme Court had foreseen the risk of a possible increase in complaints.
