Concept of Model Law on Regulation of Artificial Intelligence Technologies has Been Adopted

On 26 October, at the headquarters of the IPA CIS a meeting of the IPA CIS Permanent Commission on Science and Education was held under the leadership of Chair of the IPA CIS Permanent Commission on Science and Education, Chair of the Committee of the Federation Council of the Federal Assembly of the Russian Federation on Science, Education and Culture Lilia Gumerova.

The event was attended by representatives of the parliaments of Armenia, Azerbaijan, Belarus, Kazakhstan, Kyrgyzstan, Russia, Tajikistan and Uzbekistan, the IPA CIS Council Secretariat staff members, speakers and experts.

Lilia Gumerova presented the candidacy of MP of the National Assembly of the Republic of Armenia Gegam Nazaryan for the position of Deputy Chair of the IPA CIS Permanent Commission, which was approved.

Chair of the Department of state law disciplines of the Belarus State Economic University Violetta Ladutko, , and Associate Professor of the Department of Criminal Law of the Belarus State University Diana Shablinskaya, , told about the progress of work on the draft Model Law  On Trust Funds to Support Scientific, Scientific-Technical and Innovative Activity.

The document determines the procedure for the creation, reorganization and liquidation of trust funds to support scientific, scientific-technical and innovative activities, and also the procedure for the formation, replenishment and usage of endowment.

The draft model law also provides for monitoring of the creation and activities of trust funds.

 The participants of the meeting were also acquainted with the process of work on the new edition of the draft Model Law on Scientific and Scientific-Technical activities.

Associate Professor of the Department of Theory and History of State and Law, Head of the Center for Educational Law of St. Petersburg State University Vyacheslav Suyazov told the participants of the meeting about the concept of the draft amendments to the Model Educational Code for the CIS Member Nations. The main idea is to adapt the model legislation about education to the conditions of the modern digital environment. MPs approved the Concept of the draft Model Law on Artificial Intelligence.

The document is created to form common approaches to the system of legal regulation of public relations arising while using of AI technologies, which should be human-oriented and aimed at improving the quality of life.

The members of the commission have begun the work on the draft Recommendations on the regulation of international academic exchange.

The Commission decided to apply to the IPA CIS Council with a proposal to include in the plan of model legislation of the Assembly the development of a new version of the Model Law on Basics of Internet Regulation. The Moscow State Linguistic University is the basic organization for languages and culture of the Commonwealth of Independent States by the decision of the CIS Heads of the Governments of the year 2000.

In conclusion, the members of the IPA CIS Permanent Commission discussed the work plan for 2024.
