IPA CIS Draft Model Laws on Assesment Activity and on Contract Law Discussed by Experts

On 16 September 2020, a meeting of the Expert Council under the IPA CIS Permanent Commission of Legal Issues was held in the Tavricheskiy Palace – the IPA CIS headquarters.

The event brought together representatives of the General Prosecutor’s Office of the Russian Federation, the Constitutional Court of the Russian Federation, the General Confederation of Trade Unions, judicial and lawyers’ organizations, specialized universities, as well as the CSTO PA Secretariat. Deputy Secretary General of the IPA CIS Council – Plenipotentiary Representative of the National Assembly of the Republic of Armenia Hayk Chilingaryan and Deputy Secretary General of the IPA CIS Council – Plenipotentiary Representative of the Federal Assembly of the Russian Federation Irina Sokolova represented the IPA CIS at the event.

Chairperson of the Expert Council under the IPA CIS Permanent Commission of Legal Issues, judge of the 1st Western District Military Court, member of the council of the regional branch of all-Russian organization Russian Association of Judges in St. Petersburg Yury Kozlov chaired the meeting.

The participants of the event considered the draft Model Law on Assessment Activity. The law should consistently outline the general requirements for assessment activities, the rules for its implementation, as well as the forms of state regulation and control in this area.

As a result of the discussion, the members of the Expert Council decided to support the draft Model Law on Assessment Activity and present it at the regular meeting of the IPA CIS Permanent Commission of Legal Issues.

Furthermore, the members of the Expert Council discussed the draft Model Law on Contract Law aimed at systemic and comprehensive regulation of contractual and the related pre-contractual relations.

The members of the Expert Council agreed upon the concept of the structure of the draft law they are submitting and decided to discuss the document at the next meeting of the IPA CIS Permanent Commission of Legal Issues.
