IPA CIS Permanent Commission on Social Policy and Human Rights Approved Draft Law on Digital Health

On 10 November 2022, the IPA CIS Permanent Commission on Social Policy and Human Rights held its meeting in the Tavricheskiy Palace. The Commission approved Model Laws on Digital Health.

Member of the Committee of the Milli Majlis of the Azerbaijan Republic for Law Policy and State-Building, member of the Committee of the Milli Majlis of the Azerbaijan Republic on Defense, Security and Counter-Corruption Nizami Safarov was re-elected Chair of the IPA CIS Permanent Commission on Social Policy and Human Rights.

The Commission also elected Deputy Chairs – Chair of the Standing Committee of the National Assembly of the Republic of Armenia on Health Care Narek Zeynalyan, Member of the Committee of the State Duma of the Federal Assembly of the Russian Federation on Small and Medium Enterprises Natalia Poluyanova and Chair of the Committee of the Majlisi namoyandagon of the Majlisi Oli of the Republic of Tajikistan on Social Issues, Family and Public Health Sumangul Taghoizoda.

Since this year, the leadership of the IPA CIS permanent commissions is elected for three years, earlier elections were held annually.

The participants considered and approved the draft Model Law on Digital Health, which is aimed to outline the legislative framework for effective medical care in the context of the digital transformation, while ensuring the rights and interests of individuals and legal entities.

First Deputy Minister of Health of the Republic of Belarus Elena Krotkova presented a report on comparative analysis of legal regulation and technical capacities in using telemedicine technologies in the CIS countries. The analysis was carried out by the Working Group on the Integration of National E-Health Systems, established by the decision of the CIS Advisory Board on Cooperation in the Field of Public Health.

CIS MPs also considered the progress of work on the draft Model Laws on Protection of the Health of Citizens from the Harmful Effects of Tobacco Smoke and on Professional Liability Insurance of Medical Workers.

It was also proposed to include the drafting of the Model Laws on Donation of Blood and Its Components, on Radiation Safety in Medicine, on Medical Tourism and the Recommendations for Further Improvement of the National Legislations of the CIS Member Nations on State Youth Policy in the Long-term Plan of Model Law-Making in the CIS for 2023-2025

Moreover, the Commission was briefed on the results of the VI St. Petersburg International Labour Forum and the holding of the next Forum, as well as the proposals of the Russian Red Cross to establish a Platform of CIS national Red Cross and Red Crescent Societies.
