MPs Approved Draft Model Laws on Grain and on Legal Regime of Radioactively Contaminated Territories

On 21 October 2021, the meeting of the IPA CIS Permanent Commission on Agrarian Policy, Natural Resources and Ecology took place at the Tavricheskiy Palace – the IPA CIS headquarters. The MPs completed work on the draft Law on Grain and the draft Law on the Legal Regime of Territories Affected by Radioactive Contamination and began work on a number of new draft laws.

Secretary General of the IPA CIS Council Dmitriy Kobitskiy opened the meeting and presented the candidacy of the new Chair of the IPA CIS Permanent Commission – Chair of the Commission of the Parliament of the Republic of Moldova on Agriculture and Food Industry Vladimir Bolea. Dmitriy Kobitskiy expressed gratitude to the former Chair of the IPA CIS Permanent Commission Radu Mudreac for his effective work in this position and active participation in the Ninth Nevsky International Ecological Congress. Member of the Milli Mejlis of the Azerbaijan Republic Mikhail Zabelin was re-elected as the Deputy Chair of the Permanent Commission.

The key issue on the agenda was the consideration of the draft Model Law on Grain and the draft Model Law on the Legal Regime of Territories Affected by Radioactive Contamination.

The work on the draft Law on the Legal Regime of Territories Affected by Radioactive Contamination began in 2019. The document was finalized taking into account the proposals and comments received from the national parliaments. The members of the Permanent Commission approved the draft Law and decided to submit it to the IPA CIS Council for consideration.

The draft Law on Grain aims to increase the efficiency of the development of the grain market in the Commonwealth, contribute to the solution of issues of free and regulated international trade in grain across the CIS. The Commission members supported the draft Law and decided to submit it to the IPA CIS Council for consideration.

The Commission members were also briefed on the results of the Ninth Nevsky International Ecological Congress and considered the recommendations made to the IPA CIS.

In addition, the MPs discussed the preparation of the roundtable “Role of Land Management in Ensuring Sustainable Development of a Territory to be held in spring 2022, and began work on new draft model laws.
