Joint Commission for the Harmonization of National Laws Related to Security, Countering Emerging Threats and Challenges at the IPA CIS held its session in the Tavricheskiy Palace

The Tavricheskiy Palace, the IPA CIS headquarters, hosted a regular meeting of the Joint Commission for the Harmonization of National Laws Related to Security, Countering Emerging Threats and Challenges at the IPA CIS.

The session was led by Chair of the IPA CIS Permanent Commission on Defense and Security, Deputy Chair of the Committee of the State Duma of the Federal Assembly of the Russian Federation on Defense Viktor Zavarzin. The meeting brought together members of the IPA CIS Permanent Commission on Defense and Security, representatives of the CIS sectoral cooperation bodies, educational and scientific institutions.

The participants discussed the hosting of events in accordance with the CIS intergovernmental cooperation programs on drafting model laws aimed at harmonization of legislation in the CIS countries.

During the meeting they analyzed the draft Model Provision on International Humanitarian Law for the CIS, jointly drafted by the Regional Delegation for the Russian Federation, Belarus and Moldova of the International Committee of the Red Cross. The meeting also discussed Concept of Recommendations on the Implementation of the Principles of International Humanitarian Law on Countering Terrorism and Other Violent Manifestations of Extremism.

The meeting heard information about the amendments to the Long-term Plan of Model Law-Making in the CIS for 2016–2020 due to the need for the improvement of model regulation in the CIS in the field of countering terrorism and other violent manifestations of extremism, as well as the need to monitor law-making and law enforcement practice to ensure security in the CIS member states.
