The Joint Board of Experts of the Interparliamentary Assembly of the CIS Member Nations and the CIS Regional Commonwealth in the Field of Communications

In this article we are pleased to publish a brief reference on the activities of the Joint Board of Experts of the Interparliamentary Assembly of the CIS Member Nations and the CIS Regional Commonwealth in the Field of Communications (RCC).
Both bodies are primarily focused on further harmonization of national laws in the field of information and communication technologies according to the universally recognized principles and norms of international law.
To improve the legislation the IPA CIS Secretariat and the Executive Committee of the CIS RCC monitor the regulatory framework in the field of information and communication technologies across the CIS countries. Based on the analysis, they develop proposals for harmonization of the legislation and drafting model legislative acts.
The Agreement on Cooperation between the IPA CIS Council and the Regional Commonwealth in the Field of Communications signed on 7 December 2002 in St. Petersburg plays a substantial role in increasing the effectiveness of the IPA CIS and RCC activities to improve legislation. The Joint IPA CIS – RCC Board of Experts was established in accordance with this Agreement. It comprises the members of the IPA CIS Permanent Commission on Culture, Information, Tourism and Sport, representatives of the Regional Commonwealth in the Field of Communications, staff members of the IPA CIS Council Secretariat and the Executive Committee of the CIS RCC, experts in the field on information and communication technologies and information law. Nowadays, the Joint IPA CIS – RCC Board of Experts meets once a year, alternating between St. Petersburg and Moscow.
Since its first meeting the Joint IPA CIS – RCC Board of Experts has considered a range of issues related to the drafting of model legislative acts in the field of communications and informatization. The Board of Experts considered 21 draft model laws and the draft Strategy on Information Security of the CIS Member Nations.
The Interparliamentary Assembly adopted 16 model laws and three model codes proposed by the Board of Experts, including the Model Code of Intellectual Property for the CIS Member Nations (adopted on 7 April 2010), the Model Information Code for the CIS Member Nations (adopted on 23 November 2012) and the Model Code of Innovations for the CIS Member Nations (adopted on 28 November 2014).
Currently, the Joint IPA CIS – RCC Board of Experts is drafting five model legislative acts, including the draft ML on Promoting Digital Society and the draft revised version of the ML on Personal Data.
Thus, the Joint IPA CIS – RCC Board of Experts significantly contributes to preparing documents in the field of information and communication technologies that are further adopted at the level of the CIS Interparliamentary Assembly and the Council of the CIS Heads of Government.
