Session of Expert Advisory Board of IPA CIS and Regional Commonwealth in Field of Communications Took Place in Tavricheskiy Palace

On 18 May, the 25th session of the Expert Advisory Board of the IPA CIS and the Regional Commonwealth in the Field of Communications took place in the Tavricheskiy Palace, the IPA CIS headquarters.
General-Director of the RCC Executive Committee Nurudin Mukhitdinov chaired the session and nominated Chief of Staff of the Committee of the State Duma on Informational Policy, Technologies and Communications Veronika Bodyul as the Deputy Chair of the Expert Advisory Board of the IPA CIS and the Regional Commonwealth in the Field of Communications. The candidacy was supported.
Members of the Board were informed about the Model Law on Framework Internet Regulation. It was presented by Chair of the Committee of the Majlisi namoyandagon of the Majlisi Oli of the Republic of Tajikistan on Science, Education, Culture and Youth, Deputy Chair of the IPA CIS Permanent Commission on Science and Education Nasiba Sodiki.
Member of the Board, Advisor to the General Director of the Special Design Bureau of Computer-Aided Design Systems Georgy Vuss spoke about the draft Recommendations on the Implementation of Digital Technologies for the Formation of an Ecosystem of ”Smart City Environment” in the CIS Member Nations.
The Board decided to ask the IPA CIS Permanent Commission on Economy and Finance and the IPA CIS Expert Advisory Board on Economy to include the Recommendations in the Long-Term Plan for Model Law-making in the Commonwealth of Independent States for 2023–2025.
Deputy General Director on scientific work of United Institute of Informatics Problems of National Academy of Sciences of Belarus (UIPI NAS) Sergey Kasanin briefed the participants on the development of the draft Model Law on Artificial Intelligence.
Head of the Centre for Educational Law at St. Petersburg State University, Associate Professor of the Faculty of Law at St. Petersburg State University Vyacheslav Suyazov shared information about the draft amendments to the Model Education Code for the CIS Member Nations. General Provisions in the aspect of digitalization of education. Members of the Board suggested that the developer continue working on the document, taking into account all the proposals and recommendations.
Nurudin Mukhitdinov told about the results of the international conference “Legal Aspects of the Digital Development” held in St. Petersburg on 2 December 2022.
Head of the Information Analysis Sector of the Expert and Analytical Directorate of the IPA CIS Council Secretariat, Executive Secretary of the Board Alexander Surygin and Consultant of the Legislative Assembly of the Omsk Region of the Russian Federation, Сandidate of Pedagogical Sciences, member of the Scientific and Methodological Council of the Guild of Linguistic Experts in Documentation and Information Disputes Marina Batyushkina presented information about the Dictionary of Model Legislation Terms.
Members of the Board decided to publish the Dictionary on the IPA CIS official website and to create an interactive reference system “Model Legislation Terms” on the website.
