Alexey Sergeev reports on common activities at the Federation Council

Alexey Sergeev, IPA CIS SecGen, took part at the meetings of the Federation Council Committee on Constitutional Law, Legal and Judicial Affairs, and the Development of Civil Society and the meeting of the Council of Chamber of the Federation Council.
At the meetings, Alexey Sergeev reported on Implementing the Program of Drafting Model Legislative Acts, Recommendations, Concepts and Hosting International Conferences on the Initiative of the Federation Council of the Federal Assembly of the Russian Federation to Converge and Harmonize the Legislation of the Commonwealth Member Nations.

Each year saw drafting of about 30 model laws having various terms of preparation. 16 drafts were prepared in 2011 and 26 drafts in 2013. Major model acts include Model Information Code for Member Nations of the CIS, model laws on Rail Transport, Green Agricultural Production, Rational Use and Protection of Transboundary Waters, Eco-Insurance, Labor Migration in the CIS Member Nations, Principles of Communal Governance, Border Control Agencies, Anticorruption Monitoring, Electronic Documentation, and Basis of Cultural and Ethnic Cooperation of Member Nations of the CIS.
As a result of deliberations, the Council of Chamber decided to approve the work related to model law-making and endorse the presented report.
