Dastanbek Dzhumabekov: Parliament Became a Mirror of Historical Changes in State-Building

Speaker of the Jogorku Kenesh of the Kyrgyz Republic Dastanbek Dzhumabekov congratulated his colleagues on their professional holiday: on 4 June, the country celebrates the Day of Parliamentarism. The last year of work of the parliament of the 6th convocation is taking place in a difficult situation due to the pandemic. According to the Speaker, correct and effective decisions from the Jogorku Kenesh, aimed at providing crisis-response measures, support of the population and economy, are especially necessary at this time. Dastanbek Dzhumabekov expressed confidence that with the joint efforts of the legislative and executive branches of the government all the difficulties would be overcome.

The national holiday was established in 2015, but the history of Kyrgyzstan parliamentarism dates back to 1938. Then, the elected 284 MPs took an oath, and the Council of Workers' and Peasants' Deputies was vested with the functions of the highest legislative body.

Today, the Jogorku Kenesh adopted a number of draft laws in the first and second reading.

The MPs considered in the second reading the draft Law Amending the Constitutional Law on the Election of the President of the Kyrgyz Republic and Members of the Jogorku Kenesh of the Kyrgyz Republic. Amendments to the Law on Government Purchases were also considered and approved.

Furthermore, the Jogorku Kenesh considered the amendments increasing the powers of the guardianship councils. The MPs also considered in the second reading the draft Law on Ratification of the Protocol Amending the Agreement between the Government of the Kyrgyz Republic and the Government of the Republic of Kazakhstan on Procedure for the Stay of Citizens of the Kyrgyz Republic on the Territory of the Republic of Kazakhstan and Citizens of the Republic of Kazakhstan on the Territory of the Kyrgyz Republic of 11 May 2012 and signed on 12 July 2019 in Bishkek.

The draft Law on Ratification of the Protocol on Amendments and Additions to the Agreement between the Government of the Kyrgyz Republic and the Government of the Russian Federation on Provision of Technical Assistance to the Kyrgyz Republic in the Framework of the Accession Process to the Eurasian Economic Union of 31 March 2015 and signed on 20 September 2019 in Bishkek, was considered in the first reading.

Also, the amendments to the Code of Violations and the Road Law were adopted in the second reading.

In addition, the Jogorku Kenesh considered in the first reading the draft Law Amending the Law on Anniversary Events in the Kyrgyz Republic.
