International Academic Cooperation Issues in Field of Healthcare Considered in Minsk

On 29 June, the first meeting of the International Expert Academic Working Group on Development of National Evidence Base in Public Health, Bioethics and Biosafety of the CIS Member Nations took place in Minsk.

The event was attended by representatives of the national academies of sciences of Azerbaijan, Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia, Tajikistan and Uzbekistan, as well as members of the the Commission on Development of the Principles of Bioethics and Evidence-Based Medicine of the IPA CIS Expert Advisory Board on Public Health.

Chair of the IPA CIS Expert Advisory Board on Public Health, RAS academician Yury Shcherbuk noted that the Working Group would consider the following issues: international academic cooperation on healthcare, development of Model Laws and model industry recommendations in the healthcare, improvement of mechanisms for promoting research results in the market of CIS countries and third countries, the formation of cross-border and industry innovation technology clusters. The participants of the Group will also touch upon the aspects of creating conditions for interstate cooperation aimed at improving the quality of life, developing human capital for further innovative development, increasing the competitiveness of the Commonwealth economies.

The meeting elected the Chair of the International Expert Academic Working Group. Deputy Chair of the Presidium of the National Academy of Sciences of Belarus, Academician of the National Academy of Sciences of Belarus Alexander Kilchevsky was elected Chair.

Professor of the Law Faculty of the St. Petersburg State University, Member of the IPA CIS Expert Advisory Board on Public Health Nelli Diveeva spoke about the organizational and legal mechanisms of the working group.

Executive Secretary of the Commission on Development of the Principles of Bioethics and Evidence-Based Medicine of the IPA CIS Expert Advisory Board on Public Health, Chief Specialist of the Department of International Cooperation of the Russian Academy of Sciences Sergey Polikarpov presented the goals and objectives, as well as the directions of work of the International Expert Academic Working Group.

Deputy Chair of the Commission on Development of the Principles of Bioethics and Evidence-Based Medicine of the IPA CIS Expert Advisory Board on Public Health, Director of the Eurasian Cooperation on Clinical Guidelines and Development of National Health, Doctor of Medicine Sergey Savashinsky informed on the improvement of law-making activities in the Commonwealth and on the activities of the Commission.

Issues of international academic cooperation within the framework of the implementation of the Interstate Program of Innovative Development of the CIS Member Nations until 2030 were presented by Head of the International Academic, Technical and Innovative Cooperation of the Commission on Development of the Principles of Bioethics and Evidence-Based Medicine of the IPA CIS Expert Advisory Board on Public Health, Deputy Head of the International Cooperation Department of the Russian Academy of Sciences Vitaly Maltsev.

Member of the IPA CIS Permanent Commission on Social Policy and Human Rights, Member of the IPA CIS Expert Advisory Board on Public Health, Member of the Standing Commission of the House of Representatives of the National Assembly of the Republic of Belarus on Environment, Natural Resources and Chernobyl Catastrophe Tamara Dolgoshei spoke at the meeting.
