Dmitriy Kobitskiy on IV International Labour Forum: We Look Forward to Serious Discussion

The press center of the State News Agency TASS in St. Petersburg provided a venue for the press conference on the preparation and holding of the IV St. Petersburg International Labour Forum, which is organized by the CIS Interparliamentary Assembly for the first time.

Secretary General – Head of the IPA CIS Council Secretariat Dmitriy Kobitskiy, Chairman of the St. Petersburg Committee for Labor and Employment Dmitry Cherneyko, Senior Vice-Rector for Academic Activities and Teaching Methods of St. Petersburg State University Marina Lavrikova and Director of “Expoforum-International” Natalia Serebrovskaya answered the questions of journalists.

Dmitry Cherneyko opened the press conference and emphasized the importance of the participation of the CIS Interparliamentary Assembly in organization of this event.

Dmitriy Kobitskiy told in detail about the program of the second day of the forum, which will be held in the Tavricheskiy Palace. The IPA CIS headquarters will provide a venue for roundtables and panel discussions, which will consider the features of the legal regulation of migration processes in the Commonwealth countries and the Draft CIS Model Migration Code. The discussion is expected to bring together the MPs and staff members of the migration services of the Republic of Kazakhstan, the Kyrgyz Republic, the Republic of Moldova, the Russian Federation, the Republic of Tajikistan and the Republic of Uzbekistan, as well as their subordinate institutions, non-governmental organizations and the academic community.

Dmitriy Kobitskiy recalled that the CIS Interparliamentary Assembly has participated in the St. Petersburg Labour Forum since the first years of its holding. In particular, in 2017, the event was opened by Speaker of the Federation Council of the Federal Assembly of the Russian Federation, Chairperson of the CIS Interparliamentary Assembly Valentina Matvienko.

Dmitriy Kobitskiy stressed that the issues of social and labour relations have always been the focus of public attention. By now, the organization has developed and adopted more than 20 model laws in this area, including Model Laws on Labor Safety, on Collective Contracts and Agreements and on Social Partnership. The fifty-first plenary session of the IPA CIS is expected to discuss the challenges of the CIS Model Migration Code.

Dmitriy Kobitskiy emphasized that the IPA CIS participation in organizing and holding meetings of the St. Petersburg International Forum will help parliaments work more efficiently on documents in the labour and migration sphere. “We are looking forward to a serious discussion to take place,” said the Secretary General – Head of the IPA CIS Council Secretariat.

The IV St. Petersburg International Labour Forum will be held in St. Petersburg on 27‑28 February 2020. The event is co-organized by the Government of St. Petersburg, the CIS Interparliamentary Assembly and St. Petersburg State University. The business program of the forum includes over 80 events (plenary sessions, conferences, roundtables, trainings, etc.). It is expected to bring together delegates from 63 regions of the Russian Federation, countries of near and far abroad. The agenda of the events includes the issues of increasing labour productivity, retraining and professional upgrade of employees, career guidance and motivation of youth, integration of people with disabilities into the labour market, etc.
