Konstantin Kosachev: IPA CIS Observers’ Recommendations on Improvement of Russian Electoral Legislation Will Be Elaborated

Today, during the 508th meeting of the Federation Council of the Federal Assembly of the Russian Federation, opening the autumn session of the chamber, the senators discussed the issue of international monitoring of the preparation and holding of the elections to the State Duma of the Federal Assembly of the Russian Federation of the 8th convocation, which had taken place on 19 September.

Deputy Speaker of the Federation Council of the Federal Assembly of the Russian Federation Konstantin Kosachev delivered a report on the main theme. He noted that 245 international observers from 59 countries participated in the monitoring of the electoral campaign in Russia and summarized that the elections “were fair, transparent, democratic, free, and absolutely legitimate”.

The Deputy Speaker of the Federation Council also cited the Conclusion of the Observer Team of the Interparliamentary Assembly of Member Nations of the Commonwealth of Independent States. According to the document, the preparation of the elections to the State Duma was held in accordance with the electoral legislation within the established deadlines.

The Conclusion also contains a number of proposals for improving the electoral legislation of the Russian Federation. In particular, international observers consider it practical to develop a legislative act regulating the electoral process based on the provisions of the Model Electoral Code of the CIS Member Nations.

“This recommendation deserves attention and will definitely be elaborated by us together with our colleagues from the IPA CIS,” the senator concluded.
