Russian MPs Adopted New Package of Measures to Support Citizens and Business

The State Duma of the Federal Assembly of the Russian Federation adopted a number of new measures to support citizens and business during the spread of a new coronavirus infection.

For example, upon the proposal of President of the Russian Federation Vladimir Putin as of 1 June the minimum monthly allowance for raising the first child under 1,5 years will be increased for unemployed citizens.

Surcharges for social workers for the period from 15 April untill 15 June set out by President of the Russian Federation will be exempt from taxation.

The package also provides for the support of small- and medium-sized businesses of the most affected industries, which will be exempt from taxation in the second quarter of 2020.

The self-employed citizens will be able to use the tax capital appointed by the decision of the President of the Russian Federation, which amounts for the minimum wage (12,130 rubles) to pay the new taxes and tax arrears.

A number of measures is also aimed at the tourist industry. Travel companies will be able to issue vouchers for equivalent trips instead of making a refund for canceled trips due to coronavirus. The government will also have the right to establish the special rules for amendment and termination of the passenger carriage agreement, return of fare and baggage in case of emergency and the introduction of high alert regime.
