Dmitriy Kobitskiy: Effective Regulation of Migration Processes in CIS Is One of Most Relevant

Today, the 25th meeting of the Council of the Heads of CIS Migration Authorities was held via videoconferencing.

The event was attended by the delegation of the migration authorities of the Azerbaijan Republic, the Republic of Armenia, the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic, the Russian Federation, the Republic of Tajikistan, the Republic of Uzbekistan, as well as the CIS Executive Committee and the CIS Interparliamentary Assembly. Representatives of Turkmenistan, the Eurasian Economic Commission, and the General Confederation of Trade Unions participated in the meeting as observers.

Chair of the Council, First Deputy Minister of Internal Affairs of the Russian Federation Aleksandr Gorovoy presided over the meeting.  

Secretary General – Head of the Secretariat of the Council of the CIS Interparliamentary Assembly Dmitriy Kobitskiy addressed the Council members with a welcome speech.        

He told about the key documents adopted by the IPA CIS in the field of migration and noted that the Model CIS Migration Code was to be adopted at the next plenary session.

The Council members exchanged information on the migration situation, changes in the national legislation in the field of migration and law enforcement practice of the CIS migration authorities related to the COVID-19 pandemic.

They were also briefed on the experience of the Republic of Belarus on exercising control over entry, stay and departure of stateless persons; the experience of the Kyrgyz Republic on the organization of frontier labour migration, the experience of the Azerbaijan Republic on the organization of the call-center of the State Migration Service; the experience of the Republic of Uzbekistan on problem resolution in the migration field; experience of the Republic of Kazakhstan on automation of migration processes, the experience of the Republic of Tajikistan on organized recruitment and employment of citizens in St. Petersburg, the experience of the Republic of Armenia on development of extended migration profile of the Republic.

The IPA CIS Secretariat reported on the progress of the implementation of the Intergovernmental Program of Joint Measures to Combat Crime for 2019-2023 in the field of countering illegal migration.

The meeting adopted the Work Plan of the Council of the Heads of CIS Migration Authorities for 2021 and the schedule of its meetings for 2021–2023 and approved the draft agenda of the 26th meeting of the Council.
